SECTION 1 --- OBJECTIVES AND PURPOSE

1. INTRODUCTION

The SAVE International Board of Directors (BOD) is charged by the constitution and bylaws with the responsibility of serving as the society’s national leaders in fulfilling the purposes and objectives of SAVE International. These objectives, according to the constitution, are to promote the advancement of knowledge and application of value methodology and principles. Establishing a directorship for honors and awards recognition focuses on contributions and accomplishments by its members, individual, corporate, government, and others, and serves to encourage further achievement towards attaining those objectives.

Contributions to the value profession, which advance the knowledge and application of value methodology Value Engineering differ in areas of application and degree or level of attainment. Thus, awards and honors are created to acknowledge those achievements according to area and level of achievement. For awards to have validity, they must have very high standards and be given to those excelling within their profession. This necessitates establishment of a high level of accomplishment and criteria to objectively measure achievements in major areas. It also requires member and corporate support of SAVE International through publications or communications which enable others to benefit, both within and outside the SAVE International community.

SECTION 2 - HONORS AND AWARDS PROGRAM STRUCTURE

2.0 ORGANIZATION OF THE SAVE HONORS AND AWARDS PROGRAM

2.1 Basic Structure

The SAVE International Honors and Awards program is structured around the Honors and Awards Review Board, the Director of the Honors and Awards, and the SAVE BOD. The directorship operates and interfaces as follows. The SAVE BOD is the ultimate approval authority of all Honors and Awards except for the Fellow Awards. Specified officers of the board (or their appointees) are appointed to serve on the Review Board and present their recommendations to the entire SAVE BOD for approval. This Review Board is tasked with the duties described in Section 2.2 and 2.3. Honors differ from Awards in that they are discretionary and initiated via the President who directly seeks concurrence in their presentation from the BOD without the need of a review authority. The discretionary awards are listed in paragraph 3.6.

There are several categories of review authorities. Some awards, noted in paragraph 3.5, are based on competitions while others are based on a submittal and review process and judgment by special committees. The awards are listed in Section 3.

2.2 SAVE International Honors and Awards Review Board

Unless indicated otherwise within this manual, the SAVE International Honors and Awards Review Board shall consist of:

  • Director, -Honors and Awards
  • Appointee of the Vice President - Education
  • Appointee of the Vice President - Membership
  • One Technical VP (Rotates each year)
  • One other member of the BOD selected by the above group for knowledge in a particular area needed in evaluating the qualifications of the nominees.

In the event that some members of the Review Board are not available for a meeting, or may be perceived to have a conflict of interest with regard to the nominee(s), the Review Board members shall select substitute(s) from the BOD or their appointed designee(s) as replacement.

2.3 Director - SAVE International Honors and Awards Program

This Director is appointed by the President with the approval of the BOD, and shall report to the Vice President, - Administration. The functions include:

2.3.1 Update Awards/Honors

  1. Maintain over-all cognizance of all awards, their definition and criteria for judgment, to ensure continued viability and integrity of the awards program.
  2. Recommend changes to all existing award/honors definitions, criteria, and processes.
  3. Recommend new awards, where warranted.
  4. Implement such changes, additions, or deletions as requested by the Board.

2.3.2 Solicit and Administrate Current Awards

This activity is limited to the awards under the cognizance of the SAVE International Honors and Awards Review Board. However, this should not prohibit media publicity releases by the Director on other honors and awards.

  1. Solicit nominations and substantiating information from the individual, corporate, government or other sponsors.
  2. Provide sponsors with necessary forms/format and guidance to develop necessary portfolio submittals.
  3. Review submitted portfolios and request additional back-up information as needed.
  4. Organize the portfolios to be used by the SAVE International Honors and Awards Review Board in judging those nominees recommended for recognition. Designate the extent to which the activities of the nominees, as shown by the submitted substantiating data, have met or failed to meet, the established criteria.
  5. Aid the Immediate Past President in presenting the acceptable nominees names and recommended awards to the BOD for their final approval.
  6. Maintain confidentiality of the submittal, review and selection process.

2.3.3 Follow-Up

The Director performs the following functions for all of the SAVE International honors and awards. Society Business Office (SBO) assistance may be required.

  1. Draft citations and the program to be used in the presentation of the awards at the annual conference.
  2. Procure, with SBO’s knowledge, suitable printed citations and engraved plaques. Additional plaques may also be authorized such as the Past President's plaque.
  3. Awards are to be secret. At the time of the Annual Award Banquet, names will become apparent.
  4. Notices of status of unsuccessful applicants should be mailed to the nominating sponsor individuals and firms as soon as the action is taken by the review board, or upon rejection by the SAVE International BOD.
  5. Coordinate with the College of Fellows on the election for approval of Fellow candidates. Coordinate with other committees to ensure their award selection process is completed, i.e. Chapter Effectiveness, Paper of the Year, Editor of the Year, etc.

SECTION 3 - AWARDS DESCRIPTIONS, CRITERIA & PROCEDURES

3.0 HONORS AND AWARDS INFORMATION

3.1 General

This section provides the award titles, purpose, description, criteria, submittal requirements, and a thumbnail sketch of the award for use in various media to solicit nominations. The Awards fall into several categories as outlined in Section 3.2.

Twenty three (23)one awards and honors are listed above; two others are incorporated within the text but not separately listed (Honorary Member and Past President's Plaque). It is possible to have additional awards for unique circumstances, but they will not be necessarily incorporated as a standard.

Historically, SAVE International has given various other awards such as Sponsored Awards and the Student Award. Although these are not listed, they may be resurrected at any time by recommendation to, and approval by, the BOD. Action would be similar to the institution of a new award, when conditions merit such action. A separate decision would also have to be made, whether or not to include it in a manual/rules revision.

3.3 Lawrence D. Miles Founders Award

This award is given in honor of the "Father of Value Engineering", Lawrence D. Miles. Larry Miles is also the founder of SAVE International; thus the award is also known as the Founders Award. It is the highest SAVE International award given for technological achievement without regard to membership status or grade. The scope of this award covers all endeavors related to the promotion and advancement of the Value discipline. Those who are deserving of this award must be nationally recognized as having created a technological advancement or achievement, so that it is widely adopted for use by others in industry or government.

This award was given only eight (8) times since the Society was founded. The honored individuals and the dates of their recognition are as follows.:

This award requires the unanimous judgment of the Board of Directors.

The major technological advancement or achievement is defined as having been created by the candidate, put into general practice for at least three (3) years, and having been attested to, in writing, by five (5) others recognized by SAVE International, who are not on the current BOD.

Carte Blanche is given to the sponsor as to format for submittal for the award other than the cover sheet, which is the same for all awards. The degree of attainment should far exceed that necessary for Fellow-SAVE, using one (1) of the first five (5) criteria of Section 4 as a guideline. Examples of the development must be presented showing the achievement.

3.4 Fallon Value-In-Life Award

The Fallon Value-In-Life Award is given in honor of Carlos Fallon. Carlos Fallon is remembered for the value he placed on human life and unselfishness of individuals to improve our society.

This prestigious distinction is bestowed on those special people, preferably a couple, giving of themselves unselfishly to improve the human value ethic over many years. Their example should generate desire to make similar efforts towards increasing our value in human living.

The "Fallon Value-in-Life" Award is among the most prestigious distinctions bestowed by our Society. In addition to the honor, the award includes a beautiful three-dimensional plaque, depicting the "Book of Life".

The Fallon Value-in-Life Award has been reserved for those special people who live their lives in such a way as to personify total value. "They have kept their lives in perspective; they find values in flower gardens as well as factories, in children and fine jewelry," suggests the originator of the award.

Recipients of this award will have spent a major part of their lives giving of themselves unselfishly to improve the value ethic through example, radiating values that we all may see and remember. Evidence to support a candidacy for the award will come from many years of dedication, as opposed to a one-time occurrence or short-term accomplishments.

The candidates need not have practiced the Value discipline as we define it. Usually, the award will be given to a couple who, like Carlos and Maureen Fallon, have supported one another in sharing and demonstrating real values over many years.

The special committee for accepting candidates and choosing the recipients consists of: Executive Vice President, Immediate Past President, and another Past President selected by them. In making the selections for this award, the committee has two primary objectives: to honor the recipients for their contribution toward Value in Life: and to generate, in the rest of us, a desire to dedicate our work and our lives in increasing the value in human living.

3.5 Awards Obtained By Competition

Four awards are being granted on a competitive basis for outstanding achievement and accomplishment in an individual value methodology project team study or value methodology program success. Corporations, consulting firms, government agencies are eligible for the competition. Sole proprietors are eligible as long as the project and program submitted is for another corporation or government agency.

The purpose of the awards is to recognize outstanding team and corporate accomplishment. This is not meant to be an individual award. The four awards are named after SAVE International's distinguished individuals in each area of the award.

  • Outstanding Accomplishment in Industry Award - Arthur Mudge Award
  • Outstanding Accomplishment in Construction Award - Alphonse J. Dell’Isola Award
  • Outstanding Accomplishment in Management/Services Award - Jimmie Carter Award
  • Outstanding Accomplishment in Government Award - Gordon Frank Award

3.5.1 Procedures for Application

Submit a ten page (maximum) written, pictorial and graphic portrayal of the project, program or procedure where the value methodology was used. Provide the following information:

  1. Corporate/Government Entity
  2. Description of Project/Program
  3. Participants
  4. Illustrate the value methodology applications in the program
  5. Show results in documented savings, advancement of the mission of the organization, bottom line profitability, program success, etc.

Applications must be in a three-ring binder and submitted three months prior to the annual conference. A poster with maximum size of 24" x 36" in graphic format will be required of those applicants who pass the initial screening. Posters and submittals will be displayed in the exhibit area and final judging will occur during the annual conference.

3.5.2 Screening of the Applicants

The initial screening of applications will be done on the basis of the initial submittal. Final judging will be done by the following:

3.5.3 Judging of Competition

Representatives from the government groups shall select their judges. They may also rotate the judges between groups. Judges must be at the annual conference.

3.5.4 Criteria for Judging

Criteria for judging outstanding accomplishment awards:

  • Outstanding accomplishment toward adding value to the program, project or procedure
  • Innovative solutions
  • Effective use of the value methodology
  • Effective use of teamwork in the accomplishment of the work
  • Effective presentation
  • Quality of the Work

One award will be given in each of the four (4) categories. Certificates will be given for Honorable Mention .

3.6 Presidential and SAVE Board of Directors Discretionary Awards (Honors)

This category pertains to honors versus awards because of their discretionary nature. The required initiation is via the SAVE International President or BOD. Not all specific criteria, nor specific award/honor titles can be foreseen. Included in this category, are the automatic Past President's plaque whichplaque, which requires no further explanation, and that of the occasional Honorary Vice President. Although coverage is broad, approval by the BOD is necessary.

3.6.1 Presidential Citation

This award is to recognize those persons, members or nonmembers of SAVE International, who have made significant contributions to the profession and/or to the advancement of SAVE, but whose circumstances do not fit the normal SAVE Honors and Awards process or whose employer's policy may prohibit acceptance of some other award. If applicable, the recipient may also be given "Honorary Membership".

This award follows similar guidelines for several proceeding named awards, such as "Distinguished Service", and "Outstanding Achievement". Whereas the other awards adhere to extensive and strict criteria, the Presidential Citation is not limited to rank membership status and may be bestowed on any individual deserving of recognition, but not otherwise qualified.

Nominees are recommended by the President and approved by the BOD.

3.6.2 Honorary Vice President

Nominees are selected by the SAVE International BOD with a view that association with these individuals brings honor and prestige to the Society. If precluded from acceptance by his own organization, the SAVE International President and BOD may bestow "Honorary Membership". The position is honorary and shall require no duties or responsibilities.

Honorary Member and Honorary Vice President are actually identical. If a candidate is deserving of Honorary Vice President according to SAVE International, but is precluded from acceptance (because of title) by his own organization or political position, the SAVE President has the prerogative to initiate a Presidential Citation and/or Honorary Membership for that individual.

3.7 Fellow Award Elected by the College of Fellows

A Fellow is to be recognized as one of the Society's outstanding individuals based on technical competence, accomplishment, service, ethical conduct and leadership; an outstanding and dedicated individual whose professional leadership is of the highest distinction among members of SAVE International in the practice of the Value discipline.

Candidates for Fellow are first screened by the Honors and Awards Review Board, then elected by two thirds vote of those voting, by the College of Fellows.

Candidates for Fellow are first screened by the Honors and Awards Review Board, then elected by a two thirds (2/3) majority election by the College of Fellows membership. The majority shall be based on the number of members voting on the candidate’s nomination, not the entire College of Fellows.

The College of Fellows serves as ambassadors for SAVE International, with the obligation to serve the value profession through furthering the value methodology discipline. The role and responsibilities of the Fellows of SAVE International are defined by the College of Fellows.

Fellows of SAVE International are permitted and requested to use the designation FSAVE following their names as a recognition of distinction within the value profession.

The nominee shall:

  • Be forty (40) years of age or over.
  • Be nationally recognized in the practice or motivation and teaching of the value methodology; the corporate management of the value methodology within industry or government; have fifteen (15) years in the profession; and have been an active and participative member of SAVE International for ten (10) years.
  • Have demonstrated accomplishments in at least seven (7) of the Basic Criteria areas. Five (5) of these must be of the highest caliber and nationally recognized.
  • Have served SAVE International, and its predecessor the Society of American Value Engineers, and upon award of Fellow, be ready and capable of service as ambassador of SAVE International.
  • Exemplify the high standards of technical competence of the SAVE International, ethical conduct and leadership within both SAVE International and the Value Community.
  • Be a current me mber, in good standing, or a "Life" Member, of SAVE International.

3.8 Individual Awards for Achievement, Accomplishment and Service

3.8.1 Outstanding Achievement in Management Award

This Award is to recognize individuals, and indirectly those institutions for which they have executive responsibility, and who have significantly contributed to the value methodology profession by creating a climate within their operating units which permits the techniques associated with the value methodology to be perfected and used with outstanding results.

I t is recognized that in making this award, SAVE International is indirectly honoring a business, governmental or educational institution, and consideration is given to the respect and esteem which the institution has displayed for the techniques associated with the value methodology and the companies company’s support of SAVE International.

This award may be sponsored by a corporation, government agency, or an individual.

To be eligible for this award, candidate executives shall normally be the President, Vice-President, or BOD Chairman. In special situations where a staff executive has strong influence on operating policy, he or she may be the recipient of this award. He or she could be of staff Vice-Presidential level or the equivalent in governmental or educational institutions. He or she may be a SAVE International member, but it membership is not required.

The nominee shall have such executive responsibility that their leadership over a period of at least five (5) years has been a substantial influence in creating the climate for growth and utilization of value methodology. The nominee shall show leadership in six (6) Basic Criteria.

3.8.2 Value ProfessionalEngineer of the Year Award

This award is intended to recognize and stimulate individual significant accomplishment, hard work, effectiveness, enthusiasm and contribution to the advancement of SAVE International during the past year. Contribution to advancement of the value methodology and outstanding accomplishment are key criteria.

It is not to be awarded to presidents of local chapters nor to national officers or directors of the past year.

The nominee shall have demonstrated accomplishments in five (5) of the Basic Criteria areas, with clearly outstanding work in four (4) of the five criteria.

3.8.3 Distinguished Service Awards

This award is intended to recognize individual members of SAVE International who have rendered outstanding service by making exceptional contributions in one of the following categories: SAVE activity, industry activity, government activity, or educational activity.

This award is to honor members who have rendered outstanding service to SAVEthe Society by making exceptional contributions in one of the following areas:

SAVE -- Growth and management of the SAVE International
INDUSTRY -- Applications of the value methodology in Industry
GOVERNMENT -- Governmental applications of the value methodology
EDUCATION -- Development of techniques for motivating, teaching, and implementing the value methodology

The nominee shall have demonstrated accomplishments in at least five (5) of the Basic Criteria areas, with clearly outstanding, nationally recognized work in at least three (3) of the five criteria.

3.8.4 Rising Star Award

To recognize an individual who is relatively new to SAVE International and the value methodology profession, and who has enthusiastically embraced the value methodology. The nominee shall have worked energetically to promote and/or teach value methodology, and to fulfill one or more of the SAVES International’s goals.

This recognition is to be awarded only to an individual who has been a member of SAVE International for five (5) years or less.

The nominee shall have demonstrated accomplishments in at least four (4) of the Basic Criteria areas, with clearly outstanding work in at least two (2) of the four criteria:

3.8.5 Value Teaching Award

The Thomas D. Snodgrass Value Teaching Award is to recognize individuals, and indirectly those educational institutions for which they have scholastic responsibility or affiliation, who have significantly contributed to the value profession by creating a climate within their institution which promotes the instruction of techniques associated with the Value profession.

It is recognized that in making this award to an individual, SAVE International is indirectly honoring the associated educational institution, and consideration is given to the respect and esteem for which the educational institution has displayed with regard to the promotion and advancement of the techniques associated with value management.

This award may be sponsored by an educational organization(i.e., institute, college, or university), corporation, government agency, or an individual.

The candidate shall normally be an Educator or Researcher involved in the instruction and advancement of the value management techniques to be eligible for this award. The candidate may be a member of SAVE International, although membership is not a requirement.

In special situations where an Executive or Administrator of an educational institute has had strong influence on the development and inclusion of value management within the curricula, this individual may be the recipient of this award. The candidate could be of Dean or Vice Presidential level, or the equivalent there of, as recognized by an educational institution.

This award is not intended to recognize consultants who conduct training seminars and workshops on a for fee basis, but is intended to recognize any individual who teaches the value management methodologies and techniques as part of formal course work included within the regular curriculum of an educational institution. However, any individual that is both a value management instructor affiliated with an educational institution, and who also works as a value management consultant is eligible for this award.

The nominee shall:

  • Be a professional educator engaged, either full-time or part-time, in the instruction of value management and related topics.
  • Be recognized in the practical education and instruction of, or for having conducted research to advance, the value management techniques and methodology, while in association with an educational institution.
  • Have demonstrated accomplishment in no less than five (5) of the Basic Criteria areas, as cited below. These contributions must be clearly outstanding and nationally recognized. In addition, the candidate must have demonstrated accomplishments that are of the "highest caliber" in at least three (3) of the five criteria.

3.8.6 Student Recruitment Award

The Louis D. Reber Memorial Recruitment Award is given in honor of Lou Reber. Lou Reber is remembered for the tireless effort and commitment he put forth to grow the society through recruitment of new members, and other activities.

The Lou Reber Award is available to individuals who will have put forth significant efforts to recruit new student members. A student member can be from any discipline, but must be enrolled full-time in a college or university in a baccalaureate or graduate program. The students need not be enrolled in a value methodology course to be eligible for student membership.

The sponsors are encouraged to mentor their student members through their learning of the value methodology, and its application to the student’s discipline or course work. Further, the nominees are encouraged to assist colleges and universities to establish formal value methodology course work as part of the normal curricula, and to assist the students with the creation of a student chapter.

The nominee shall:

  • Recruit and sponsor at least five (5) new student members to SAVE International in a single fiscal year, and who have not had any previous membership with SAVE International, within a single dues year. The student members cannot be reclassified regular members who have entered a continuing education or graduate education program.
  • Document the new student members that were sponsored by the individual. However, if the student member does not indicate an individual sponsor on his/her application, the individual sponsor will not receive credit. Hence, it is of the utmost importance to the nominee to ensure that the new student member indicates the sponsor.

The award will not be bestowed if no single sponsor attains the minimum level of five (5) new members.


3.8.7 Hal Tufty Value Methodology Outreach Award

The Tufty Outreach Award is intended to recognize the contributions of individuals to the growth of VM related activities through their efforts to engage new entities and create new opportunities for the advancement of VM beyond its recognized focus areas.

This award may be sponsored by a government agency, professional society, industry group, corporation, or an individual.

In order to be eligible for this award, the candidate shall be engaged in repeated, long-term outreach efforts beyond that of normal business marketing activities, or when serving in a formal role to represent SAVE International or its affiliates with respect to other professional or business organizations and government entities. The candidate may be a SAVE International member, but membership is not required.

The nominee shall show contributions and achievements in at least five (5) of the award evaluation basic criteria, with activities that demonstrate positive impact on the value management profession directly resulting from VM related outreach activities to governmental agencies, service organizations, and/or industry groups.

a) The VM related outreach efforts have been performed on a pro bono basis—with no commercial benefit to the award nominee. Specific outreach contributions could include any of the following:

i) Contribution to the enactment of legislation and/or regulation that results in the further advancement of VM, particularly in an environment new to VM.

ii) Establishment of communication channels with political entities, such that VM is advanced (e.g., starting something akin to our existing congressional liaison conference, perhaps at another level of U.S. government, or in another country).

iii) Contribution to an industry organization (i.e., professional society, etc.) that leads to inclusion of VM in its “body of knowledge” or similar advancement.

iv) Formal recognition of the nominee by a government agency or industry organization (e.g., award, citation, etc.) that demonstrates and documents outreach activities that have resulted in the formal advancement of VM within that government or industry arena.

Note: Outreach accomplishments within the USA or any other country would be treated the same (i.e., there would be no specifically identified “target” countries). The emphasis for this award will be on VM advancements within new areas of opportunity, but not related to continuing VM work in SAVE International’s traditional arenas or focus areas. Outreach activities performed while in the role of an officer or formal representative of SAVE International would not be eligible for this award.

b) The VM related outreach efforts that have been performed on a “paid for fee” basis where there has been or can be expected to be a direct commercial benefit to the award nominee based on his/her actions—but also significantly results with the “opening up” of a new market or sector.

c) Contributions to journalism that advanced VM in any sector, any country. However, contributions in established VM publications would not be considered for recognition on a standalone basis.

i) Continuing contributions to significant publications (including op-ed pieces, etc.).

ii) Recognition by journalistic peers, related to VM outreach efforts.

d) Service to SAVE International (the chapter letter proposing the award says “member or non-member”. In the case of two or more nominees, membership with SAVE International may be considered a tie breaker.)

3.9 Membership Awards

3.9.1 Emeritus Member Award

Emeritus membership is granted to members who have continually, over a very long time, devoted substantial and continuous efforts to the elevation of the value methodology as a profession and/or to the growth of SAVE International, and who have retired completely from professional activities.

The award is to recognize those senior members of SAVE International who have retired from their professional activities, and having have contributed significantly to the elevation of the Value discipline during their careers. Recipients must have reached the age of sixty-five (65).retired from their professional activities, including due to medical disability.

The nominee shall have demonstrated significant contributions in at least four (4) areas of the Basic Criteria, and the contributions shall be at least regionally recognized.

In the case of nominees previously having been granted Fellow-SAVE status, they are being further recognized for maintaining those contributions until having fully retired.

3.9.2 Life Member Award

A Life Member is to be acknowledged for leadership and professional eminence in the practice or teaching of the value methodology.

The nominee shall:

  • Be forty (40) years of age or over.
  • Be nationally recognized in the practice or motivation and teaching of value methodology, having fifteen years in the profession and having been a member for at least five years.
  • Have demonstrated accomplishment in at least six (6) of the Basic Criteria areas; and these contributions must be clearly outstanding and nationally recognized.

Past Presidents of the SocietySAVE International, but not the society’s chapters, shall be admitted to Life Membership at the end of their terms of service to the society as President.

3.10 Other Awards

3.10.1 Paper of the Year Awards

The Paper of Year Awards is to recognize an outstanding contribution in the value methodology field. It is established to encourage the documentation and sharing of concepts, ideas and accomplishments to further the value methodology discipline. It is not required that the author be a SAVE International member.

Papers published and/or presented during the calendar year shall be judged during the period January 1 through March 15 of the succeeding year, and the award presented at the annual conference.

Papers presented at the annual conference shall automatically be entered for judging. Other papers should be submitted to the SAVE Office and labeled "Paper of Year Award." Multiple awards may be given in difficult categories as deemed appropriate.

The judges shall be:

  • Vice President - Education (Chairman)
  • Vice President - Marketing
  • Editor, of National SAVE International’s publication
  • Editor, SAVE International’s Proceedings

In reviewing the papers, the judges shall consider that the paper:

  • Describes an innovative technique or outstanding accomplishment.
  • Adds depth or understanding to existing value methodologies.
  • Is original, imaginative and professionally composed.
  • Is communicative, concise and easily understood.
  • Is published in a professional journal.

3.10.2 Edward T. O’Connell Editor of the Year Award

The Editor of the Year Award is given to recognize a SAVE International member for communications excellence at the Chapter level. It is provided as an incentive for chapter newsletter writers and editors who achieve a high degree of excellence in communications.

Selection will be based on newsletters published during the February-January period. Judging will be done between February 1 and March 15; the award presented at the annual conference.

Judges will be:

  • Vice President - Education (Chairman)
  • Editors of National SAVE International’s publications
  • Editor of the SAVE International’s Proceedings

In reviewing the newsletter, the following criteria shall be considered:

  • Content . Included are: articles of significance, items of interest to the chapter, membership such as meeting notices, meeting reports, financial reports, chapter effectiveness status, etc.
  • Frequency . The newsletter should be issued on a consistent schedule, such as monthly or bimonthly during the active season.
  • Originality . This includes both quality and style.
  • Appearance and size .

3.10.3 Chapter Effectiveness Awards

All newsletters for the year must be submitted to the SAVE Business Office in a complete package by February 15 to qualify.

SECTION 4 - AWARDS CRITERIA

4.0 BASIC CRITERIA FOR AWARDS

Criteria are established to judge competing entities for awards. These criteria are defined in this manual. The level of attainment of each is to be judged by the reviewers, based on the submitted material. Please note that this is not meant to be a paperwork exercise, but must provide a clear and definite proof of the candidate or organization’s qualifications for the award.

SECTION 5 - NOMINATIONS, REVIEW PROCESS AND DUTIES

5.0 NOMINATION AND APPROVAL

5.1 General

Nominations for Honors and Awards may be made at any time. Remember that Honors and Awards are for achievements that are distinctive and of outstanding value. The submittal must be made five months prior to the Annual Conference for review and approval, or as indicated in Section 3. Election to the College of Fellows will be made once a year and successful candidates will be inducted at the Annual Conference. The competitions will be screened before the Conference and final selection made at the Annual Conference by the panel of judges.

Nominations may be submitted by a sponsor (individual, firm, agency, etc.) An individual or a SAVE International member may nominate a colleague, or a member may nominate himself or herself.

Endorsements are strongly suggested, preferably with written recommendation from the endorser. Endorsements should be submitted with the applications or may follow.

Fellow election shall occur by mail vote three (3) months prior to the annual conference, as described in Section 3.7.

Awards requiring competition will be judged by initially screening applicants and then judging the finalists' posters with a panel of judges. (See Section 3.5)

The deadline for submission of nominations shall be established each year by the Director, Honors & Awards, with the approval of the BOD, based on the dates established for the Annual Conference. Typically, it will be expedient to schedule the meeting of the Honors and Awards Review Board at the time and place of the BOD meeting in each calendar year so the Review Board may present their recommendations for BOD’sBoard of Directors' action at that time. This will give sufficient time to prepare for the presentations at the Annual Conference. Nominations shall be closed far enough in advance of this date to permit the Director, Honors & Awards, to review and summarize the nominating data for the Review Board.

The date for closing of nominations shall be specified in the SAVE International news media with a reminder that those received after that date will be held for consideration the following year, unless the nominator requests their return.

5.2 Ineligibility

No persons are eligible to receive an award over which they have any authority. For example, members of the BOD may not receive awards requiring BOD approval, but may receive awards for which approval has been delegated to others. Nominations which are submitted for such ineligible persons shall be held by the International DirectorNational Director, Honors & Awards, and reviewed (after updating) when the nominee becomes eligible to receive the award.

5.3 Request for Nominations

The Director, Honors & Awards, and SAVE Honors and Awards the SBO shall prepare material requesting nominations, to be published in SAVE International’s "Interactions" in July or August to coincide with the resumption of chapter activities in the fall.

The request for nominations will list the awards available, with a brief description, and refer readers to this manual for detailed information. It will point out that in addition to the Director, Honors & Awards, and the SBO, all Board members of the Board of Directors and individual Chapter Presidents should each have current copies of this manual besides the Director, and Honors and Awards.

The request for nominations must emphasize the necessity that full substantiating documents and endorsements accompany and correlate with the statements entered on the official nomination forms.

It must be stated in the news article that the forms found in Section 6 of this manual shall be used for nominations, placed in an envelope, marked "confidential" and mailed to the SAVE Business Office.

The Director, Honors & Awards, shall prepare a follow-up reminder to be published in SAVE International’s " Interactions " for two months following the original request for nominations.

5.4 Honors and Awards Documentation and Submittals

The portfolios used for nominations should include bona fide backup information that verifies the accomplishments listed on the nomination forms. The substantiating documents might include copies of published articles, conference papers and summaries (listings) of reports on value methodology projects completed, lists of value methodology courses taught, letters of commendation, company or government newsletters describing accomplishments, and any other documents which concretely substantiate the work done by the nominee.

Indicate each working committee in which the nominee participated and accomplishments of note. Show the results achieved directly attributable to this individual's efforts. Endorsements by other value professionals should accompany each submittal. A minimum of four endorsements are suggested.

5.5 Award Judgment Philosophy

SAVE International’s awards are intended to be held in high esteem, representing truly distinctive accomplishments in, and contributions to, the profession of value profession. Special care must be exercised in nominating and judging candidates. No distinct limits are established for the number of awards which may be given in any category each year, except those whose title makes it obvious such as Value Engineer of the Year, or competition awards. The only alternative in those cases is one, or none.

The Review Board committees and BOD have the flexibility to confer the awards which best recognize and honor the nominees presented in any given year. While certain criteria are specific and objective, some criteria are of necessity subjective, requiring careful analysis and judgment to preserve the integrity of the Honors and Awards program.

5.6 SAVE Director, Honors and Awards

(Also see paragraph 2.1 through 2.3.2)

The Director, Honors and Awards, shall, upon receipt of nominations, review them for completeness and clarity, and request such clarification or additional information as may be needed from the sponsor. The Director will summarize the data on the Criteria Review Sheet and prepare recommendations for the Honors and Awards Review Board. Copies of the Review Sheet and the nominating data (without substantiating documents) shall be mailed to the Review Board members in advance of their meeting. The Director, the Review Board and the sponsors shall treat the nominating documents as confidential. The Director shall attempt to guarantee that awardees are at the annual conference.

5.7 Honors and Awards Review Board Duties

The Review Board shall review the data presented by the Director and, on the basis of the substantiating data before it provided, and shall vote on each nomination for recommendation to the BOD.

The Review Board may, when reviewing the nominating data, has the discretion to make a decision to recommend nominees for an award different from the one for which they were originally nominated, if the nominating data indicate that this is appropriate.

The Review Board shall prepare a report of its actions, with recommendations, for presentation to the entire BOD.

5.8 Board of Directors Duties

The Board of Directors shall review the recommendations of the Review Board, and take appropriate action. The decision of the Board of Directors is final.

5.9 Immediate Past President Duties

The Immediate Past President shall notify the Director of the BOD’s action, and instruct the Director to prepare for the presentation of awards at the annual conference. The Director may also be requested to aid with the ceremony arrangements. (Also see paragraph 2.3.3).
